Festival is a cover (top) coat and needs a base colour to show off it's amazing effect! Apply 1 to 2 coats or how you like it.

My thoughts
Festival is a magnificent multi color flakiness; makes my manicures look so fun. It should be applied as a top coat. The formula goes on smooth without any hassle. I applied a black base underneath. You can definitely experiment with other shades as base to get different results.
